Which one do you like more ?

With the award should be given 5.000 or 10.000 NMC also
The award should be given 4 times in a year.
50% should be received by Namecoin developers and other 50% by well known persons who are fighting peacefully for liberty and giving them NMC, their work against dictatorship could benefit from the Namecoin decentralized structure.

How to finance it ?
- donations
- subventions from other organizations and governments which are supporting freedom

Other issues:
- the award should be a non-expirable name entry like award/2013_liberty
- all entries should be non-falsifiable ( for example created on a specific award giving address and sended from there to the recipient IDs address
- all recipients should have a Namecoin ID to receive the award
- a commission could supervise the award giving (having the private key of the donations divided with Shamir's Secret Share)
- if the award winner still not knowing Namecoin but his work could benefit from it we could help him to create an ID and a .bit domain

For the 1. award I would suggest a Namecoin developer which we vote and the Dalai Lama.

Sounds like a good PR idea. If you can get it funded, this would be quite cool. I'm not going to be of much help with the logistical questions, as that's not my area of expertise... but this sounds nice.
