The following blocks have a lot of 1e-08 transactions, with the block sizes being 32Kb. Any thoughts on what someone is trying to do or how it can be minimized?

So it seems all the recent blocks have transaction spam now (with the exception of a block now and then). All the blocks are about 400Kb in size. The block chain is growing AT ABOUT 60 MB per day as a result. Anyone able to get in touch with vinced?
