Major network change at block 24000?

I just saw this commit in the repository:

* Effective at block 24000, names registered at block 12000 onward will expire after 36000 blocks instead of the current valud of 12000
* Also effective at block 24000, the decline in network fees will speed up by a factor of 4
* You must upgrade to version 0.3.21.90 before block 24000, or your client will start rejecting blocks and will be unable to participate in the network.
This needs more discussion. What happens if the majority doesn't upgrade? Does this mean new clients will reject old blocks? Old clients will reject new blocks? What if the big pools do or don't update? What is the effect on the network?

If not > 50% power migrate :
- name_firstupdate of updated clients will be rejected (too low fees)
- they will see recent domains as not expired but they already are (if they still are not updated after block 36'000)

In inverse case :
- old users will do name_firstupdate with higher costs => accepted
- they will see recent domains as expired after 12k but they are not => they can name_new/name_firstupdate and it will be refused by the network

Is there any way to tell how many of the nodes have upgraded?

Also maybe you should put a visible announcement about this on dot-bit.org homepage and here on the forums khal.
