You can implement this today by pre-generating a series of signed renewal transactions with nlocktime, but there's not a good tool to do this.

Yes, signrawtransaction can do SIGHASH_SINGLE|ANYONECANPAY. I was able to use pybitcointools and namecoind's RPC together to do all of the steps listed. I do not yet have something fully scripted but it should be straightforward.

We are having network stability problems due to a massive number of transactions being made to consolidate a lot of 'spare change' to one address by an unknown party. Please spread these out over a week or two a few hundred a day - at most one every 3-5 min...
