I've been thinking about the id/ namespace, but I don't think it offers what I'm looking for. I want a way to create an online identity where (most of) the data is verified and agreed upon by the network. Perhaps a solution is to leave the ip blocker for registration, but allow captchas for posting and other actions. I'm not sure this is possible with the forum software though.
